You do not need to be claiming carer’s allowance to satisfy that part of the Green Book definition - the most important thing is that you are eligible to claim it.
But not being eligible for carer’s allowance doesn’t automatically mean you will not qualify under group 6. The definition states that you must be eligible for the allowance OR the sole or primary carer of an elderly or disabled person who is at increased risk of COVID-19 mortality and so are clinically vulnerable.
If you do satisfy the definition and criteria and/or are eligible for carer’s allowance, please remember that does not mean the NHS will automatically know that you are an unpaid carer.
