The Swansea Bay University Health Board Pharmaceutical Needs Assessment (PNA) has been approved by the Health Board and sets out an assessment of the current and future need for pharmaceutical services across the Swansea Bay area.
The assessment concludes that pharmaceutical services across Swansea Bay are meeting the current and anticipated needs of the population, with no current or future unmet pharmaceutical need identified. The current PNA can be accessed below.
Pharmaceutical services include those provided by community pharmacies and dispensing doctors. Community pharmacies also provide a wide range of healthcare advice, support and clinical services and are often the first point of contact for people seeking advice about their health and wellbeing.
Under the National Health Service (Pharmaceutical Services) (Wales) Regulations 2020, Local Health Boards have a statutory duty to publish a Pharmaceutical Needs Assessment. A revised PNA must be published at least every five years and may also need to be updated where there has been a significant change in the availability of pharmaceutical services that is relevant to the determination of applications for new or additional premises.
The PNA assesses the provision of pharmaceutical services within the Health Board area and identifies any current or future gaps in provision, including where specific pharmaceutical services may be required. The PNA supports the planning and commissioning of pharmaceutical services and informs decision-making in relation to applications made under the pharmaceutical services regulations.
Applications for new or additional pharmacy premises and dispensing appliance contractor premises are determined with reference to the current or future needs identified within the relevant PNA. These needs may relate to pharmaceutical services generally or to a specific pharmaceutical service.
Applications for outline consent and premises approval submitted by dispensing doctors wishing to provide pharmaceutical services, including applications to dispense to new areas, must similarly demonstrate that the application meets a need identified within the relevant PNA.
Applications by existing pharmacy and dispensing appliance contractors to relocate to new premises may also be considered with reference to current or future needs identified in the PNA. However, where relocation is required for business reasons, such as the demolition of existing premises or the expiry of a lease, the application does not need to be based on an identified need within the PNA and will be considered in accordance with the relevant regulatory provisions.
